Larry Keys, Jr. serves as Vice President of Government Affairs, leading NAHMA’s federal advocacy efforts on behalf of affordable housing providers across the country. Since joining the organization in 2015, he has played a key role in advancing policies that support the long-term sustainability of affordable housing programs.
Larry’s work focuses on monitoring and analyzing legislative and regulatory developments, engaging with Congress and federal agencies, and helping shape policy positions that reflect the operational realities of housing providers. He works closely with NAHMA members to ensure their perspectives inform the organization’s advocacy priorities.
He brings a strong combination of policy expertise, regulatory knowledge, and hands-on experience with federal housing programs. Having served at HUD in both public and multifamily housing roles, Larry understands how policy decisions affect day-to-day operations in the field. His background in public policy, business administration, and government relations enables him to translate complex issues into clear, practical guidance for housing professionals.
Among his proudest professional accomplishments is helping NAHMA members navigate the unprecedented challenges of the COVID-19 pandemic. During a period of significant uncertainty, he worked with HUD and other federal partners to interpret evolving guidance, advocate for critical program flexibilities, and ensure housing providers had timely, accurate information to maintain operations and support residents.
Larry values the opportunity to make a meaningful impact through his work, supporting the professionals who provide safe, affordable housing to millions of Americans. Outside the office, he enjoys playing golf — a pastime that, he notes, regularly reinforces the importance of patience, humility, and a good sense of humor. His favorite quote, “So many books, so little time,” reflects his love of learning.
