The Olbiston Apartments project in Utica, N.Y., successfully transformed a condemned 126-year-old historic landmark into a vibrant, energy-efficient, and affordable housing community. Developed by the nonprofit Liberty Affordable Housing, Inc., the project aimed to preserve the building’s rich historic character while creating 153 modern homes for low- and moderate-income individuals and families. The project was completed on June 27, 2024.
The property honors its past while meeting the present-day needs of its residents. It has been recognized as the 2025 New York State Historic Preservation Award, the BUILD NY 2024 Jeffey J. Zogg Award, and received support from NYS Homes and Community Renewal.
The rehabilitation was financed using a complex blend of federal and state Low-Income Housing Tax Credits, Historic Preservation Tax Credits, funding from NYS HCR, and private debt and equity. A significant challenge was the high cost of addressing extreme structural decay, which required creative financing solutions and deep collaboration with public and private partners to align preservation goals with affordability requirements.
The project experienced pandemic-related labor disruptions, material shortages and unanticipated structural issues. The delays were mitigated by a flexible construction management approach, value engineering and strategic reallocation of funds without compromising design quality or historic preservation standards.
The building’s near-condemnation status required extensive remediation of water damage, failing infrastructure and hazardous materials. Strict historical preservation guidelines limited modernization options. The developer collaborated with architects, engineers and the National Park Service to integrate modern amenities and systems discreetly and sustainably. The design features include:

*LEED certification via efficient HVAC systems and modern insulation techniques.

Olbiston Apartments is a catalyst for downtown Utica’s revitalization. It preserves a beloved local landmark, combats displacement by offering long-term affordability, and restores pride in a historic neighborhood.
