For 15th Year, NAHMA Lauds Highest-Quality Multifamily Affordable Housing
Alexandria, Va. – The National Affordable Housing Management Association (NAHMA) is recognizing five property owners and/or managers as winners of its 2007 Communities of Quality® Awards. The awards acknowledge excellence in the physical, financial and social condition of federally subsidized properties. Property owners and managers compete also on the basis of the quality of life they offer to residents; the level of resident involvement in community life; and the nature of collaborations with other organizations and agencies that contribute to the betterment of the lives of residents and the larger community.
“Achieving the status of being a Community of Quality® Award winner is very significant in our industry,” said Kris Cook, executive director of NAHMA, which represents affordable housing owners and managers nationwide. “Every year the competition gets hotter.”
The awards are co-sponsored by The Home Depot Supply™, a leading supplier of maintenance and renovation products to the multihousing industry.
This year’s winners were chosen from among 46 properties that qualified for the competition after achieving National Recognition from NAHMA as a Community of Quality®. This means that they exceeded by 100 points the challenging criteria properties must meet to achieve National Recognition.
Winners of the 15th annual COQ Awards competition are:
•For Exemplary Family Development: Oxford Properties, Inc., for Valley Garden Apartments, Huntsville, AL
•For Outstanding Special Needs Property: McClain Barr & Associates,, for St. John Housing, Washington, NC
•For Exemplary Development for the Elderly: AIMCO, for University Square, Philadelphia, PA
•For Outstanding Turnaround of a Troubled Property (tie): BCJ Management for Southwood Square, Stamford, CT and Southern Development Management Company, for Mt. Zion AME Apartments I and II, Florence, SC
“Affordable housing done right is a tremendous asset to a community, especially because it gives pride of place to families and individuals who deserve – but may not always have access to – safe, decent and satisfying housing and communities,” said NAHMA President Michelle Norris, SHCM, NAHP-e. “Companies that apply for National Recognition and then qualify for the COQ awards program are emblematic of why affordable housing deserves to receive continued federal and other support. They fulfill a growing need for housing for the working poor, the elderly, special needs populations and others.”

Now in its 13th year, the COQ awards honor the achievements of affordable housing providers who utilize cutting-edge and increasingly effective methods of developing and maintaining outstanding properties that are home to families of modest means.

The COQ awards recognize outstanding property management companies that demonstrate the highest possible quality of safe, affordable housing for lower-income families at particular sites. This years winners are:

To compete in the COQ awards competition, properties must first apply to and meet the rigid criteria of the COQ National Recognition Program. To be accepted into the National Recognition Program, a property must score a minimum of 225 points on its application. Properties that score 325 or more points on their application are invited to participate in that years COQ awards competition.

Winners are judged on the physical and financial condition of the properties; the quality of life they offer to residents; the level of resident involvement in planning and problem solving; and the nature of collaborations with other organizations and agencies that contribute to the betterment of the lives of residents and the communities at large. To conduct the judging, NAHMA assembles an independent panel of representatives from the affordable housing arena, including government, academia and trade associations.
Affordable multifamily housing deserves to have the reputation many in the industry have long cultivated as not just buildings, but as high-quality, distinctive, resident-focused communities, said NAHMA President Jim McGrath, SHCM, NAHP-e. The many submissions to the COQ program proves that affordable multifamily housing has reached a significant threshold in terms of fiscal accountability, professional management and physical comfort and amenities for residents.

2003 National Communities of Quality Awards Announced
December 4, 2003, Alexandria, Va. - The National Affordable Housing Management Association is pleased to announce the winners of its 2003 Communities of Quality awards, which recognize outstanding property management companies providing the highest possible quality of safe, affordable multifamily rental housing at particular sites.
This year, the COQ awards are sponsored by The Home Depot Supply company and a leading supplier of maintenance repair and replacement parts to the multifamily industry. Maintenance Warehouse® recently changed its name to The Home Depot Supply.
This year's winners are:
- For Outstanding Turnaround of a Troubled Property: First Cumberland Properties, Inc., Brentwood, Tenn., for its Berkshire Place Apartments in Nashville, representing the Southeastern Affordable Housing Management Association (SAHMA).
- For Exemplary Development for the Elderly or Disabled (tie): Jewish Community Housing for the Elderly, Inc., for three interconnected developments in Brighton, Mass. (Ulin House, Leventhal House and Genesis House) representing the New England Affordable Housing Management Association (NEAHMA); and PRD Management, Inc., Merchantville, N.J., for Acacia Lumberton Manor in Lumberton, N.J., representing the New Jersey Affordable Housing Management Association (JAHMA).
- For Exemplary Family Development: Corcoran Management Company, Braintree, Mass., for Pelham Apartments in Framingham, Mass., representing the New England Affordable Housing Management Association (NEAHMA).
Winners were chosen from among nominations submitted by each of the 17 regional Affordable Housing Management Associations (AHMAs) nationwide, which hold the first round of the competition. Entrants are judged on the physical and financial condition of the properties; the quality of life they offer to residents; the level of resident involvement in planning and problem solving; and the nature of collaborations with other organizations and agencies that contribute to the betterment of the lives of residents and the communities at large.
"It is a challenge to maintain and manage affordable housing so that it enhances the lives of its residents and is a credit to its surrounding community, while continuing to remain affordable," said NAHMA President Wayne Fox, HCCP,
NAHP-e. "Those who do it well inspire others to attain the same high levels of quality and concern for the safety and comfort of people of modest means."

2002 National Communities of Quality Awards Announced
Jan. 17, 2003, Alexandria, Va. -- Winners of the National Affordable Housing Management Association's 2002 Communities of Quality Awards have challenged the negative stereotypes of affordable housing and proven that it is a place residents truly call "home."
Winners were G&K Management Co., Inc., Culver City, Calif., Outstanding Turnaround of a Troubled Property; First Realty Management Corp., Boston, Mass., Exemplary Family Development; and Community Housing Network (CHN), Columbus, Ohio, and Interstate Realty Management, Marlton, N.J., which tied for the Exemplary Development for the Elderly or Disabled Award.
"These awards are particularly noteworthy because of dwindling federal and state resources that are essential to affordable housing," said NAHMA President Wayne Fox.
- Turnaround of a Troubled Property: The 50-unit Villa San Dimas Apartments, San Dimas, Calif., was once notorious for gang activity and crime. A safe environment was the result of an aggressive effort by G&K Management which partnered with the County of Los Angeles' Sheriff's Department.
- Exemplary Family Development Award: The 320-unit Battles Farms Village, Brockton, is located in one of the most economically disadvantaged cities in Massachusetts. A $2.5 million capital improvement program upgraded and modernized the property, which now has a community center where there are education and recreational programs and services for children, adults and seniors.
- Exemplary Development for the Elderly or Disabled: CHN survived the "not-in-my-back-yard" opposition of local residents. It built and manages apartment homes in Columbus for the mentally disabled, and collaborates with community mental health centers to provide essential services. The property was featured on CBS 60 Minutes.
- Exemplary Development for the Elderly or Disabled: As a crisis looms in housing and services for seniors, residents at the Interstate-managed 51-unit Park Plaza Apartments enjoy the comforts of home -- the activity calendar is full of social and recreational programs and services, programs with local police and fire departments assure resident safety, the local high school offers educational programs and residents also take part in planning new programs and services.
NAHMA members manage more than 50 percent of all privately-owned, government-assisted housing and provide quality affordable housing to over two million Americans. On their behalf, NAHMA advocates for affordable quality multifamily housing by bringing nationwide attention to the need for preserving decent, safe and sanitary housing, and advocates for establishment of industry standards for affordable housing professionals. NAHMA encourages creation of public/private partnerships among property owners and managers, the U.S. Department of Housing and Urban Development, Congress and others with an interest in preserving affordable housing.

2001 National Communities of Quality Awards Announced
The National Affordable Housing Management Association (NAHMA), who's members manage well over 50 percent of all privately owned, government-assisted housing, and provide quality housing to over two million Americans, held its annual Communities of Quality Award November 6, 2001.
The goal of the Communities of Quality Awards program is to recognize outstanding affordable properties that are members of NAHMA and/or one of its affiliate Affordable Housing Management Associations (AHMAs). A Blue Ribbon panel consisting of representatives from various housing organizations and government entities selected the national winners from the dozens of entries received. These prestigious awards are given to properties which exemplify the essence of a Community of Quality and are judged in three distinct categories; Exemplary Family Development, Exemplary Elderly/Disabled Development, and Outstanding Turnaround Property.
Awards are given to recognize a family or elderly/disabled property for outstanding financial and physical management of the site, overall resident satisfaction and positive contributions to the surrounding community.
Exemplary Family Development Award Winner:
Villages of East Lake I & II, Atlanta, GA
Managed by the Lane Company, a member of the Southeastern Affordable Housing Management Association (SAHMA). Villages of East Lake I & II is unique in countless ways and has overcome many challenges to achieve a "village concept". This was accomplished by combining public and private partnerships to provide quality housing, amenities, conveniences and opportunities in this lakeside neighborhood of townhouses, garden-style and duplex villa apartment homes.
Exemplary Elderly/Disabled Development Award Winner:
Dominion Place, Richmond, VA
Managed by Beacon Residential Management, a member of the Virginia Affordable Housing Management Association (VAHMA). Dominion Place is a 12-story, 249 unit hi-rise built in 1977 which was designed to meet the needs of elderly and disabled residents. From the lobby sitting area to the roof top gardens, solarium, terrace, exercise and billiard rooms, these well-maintained facilities remain home to more than a dozen of its original tenants. All of the residents enjoy the safe, secure and caring environment that encourages them to feel part of their neighborhood.
The Outstanding Turnaround of a Troubled Property Award recognizes a management company for its ability to "turn around" a property within the past 36 months that has experienced severe financial and/or physical distress.
Outstanding Turnaround of a Troubled Property Award Winner:
Windham Heights I & II, Windham, CT
Managed by Konover Residential Corporation, a member of the New England Affordable Housing Management Association (NEAHMA). Windham Heights I & II has been transformed, through the efforts of creative law enforcement and management staff initiatives. This 57 acre community was once a place with escalating violence, where residents were afraid to let their children out to play. Today, through the many site and security improvements, program developments and team building efforts, over 2300 residents are proud to call "The Windhams" home.
